"SHOULD I STAY OR
SHOULD I GO?"
LOCAL PROJECTS

Introduction  

"SHOULD I STAY OR SHOULD I GO?" is a national programme established in 2002 and co-ordinated by Care & Repair England to stimulate the development of local "housing options" services for older people. The programme is supporting, monitoring and evaluating a number of local demonstration projects which provide information, advice, support and practical help for older people who are living in poor or unsuitable housing and/or considering options for "moving on".

Specialist housing options advisers for older people located within different existing older people's services are providing evidence for evaluation and contributing to a shared pool of knowledge and good practice.

Project Locations 

A range of project locations has been selected in order to compare how widely applicable the "housing options" service model is to the housing and support needs of older people. At least one project is located in an area with a high proportion of black and minority ethnic elders to look at the specific issues involved in developing such work with older people from these communities. Other projects are in rural areas, town and urban settings.

Outline of Each Project 

Bristol 

Bristol Care & Repair offers help and advice to older and disabled people on adapting their homes to meet their needs, on major repairs, security and applying for grants and benefits. A Handyperson service is available for minor repairs.

Bristol Care & Repair operates a "Move On" Advisory Service for Older and Disabled People. The service has acquired considerable experience in advising and supporting older people through the complex process of thinking through their housing choices and options. As part of its contribution to the Should I Stay or Should I Go? national Programme, the "Move On" scheme is developing its service. This includes measures designed to widen access to "housing options" advice for black and minority ethnic communities.

Burnley 

Anchor Staying Put Burnley is a not-for-profit home improvement agency run by Anchor Trust, in partnership with Burnley Borough Council, to help older and disabled home owners who live within the Borough. The service offers confidential advice, support and assistance to help with repairs, improvements or adaptations to property enabling people to "stay put" in the community in comfort and security.

A Handyperson Scheme also operates and can assist older and disabled people who live in the private rented sector as well as those who are home owners. A housing options and advice service for older people in Burnley commenced in the Autumn of 2003.

Derbyshire Dales

Age Concern Derby & Derbyshire offers a wide range of community based services, which provide help for frail and vulnerable older people. The organisation also provides opportunities for older people who are active and able. Services include advice and information, advocacy, charity shops, daily living aids, day care, hospital aftercare, befriending and residential advocacy.

A new housing options service commenced in 2003.

East Riding of Yorkshire 

East Riding of Yorkshire Council operates a Staying Put Home Improvement Agency. This helps older and disabled home-owners and private tenants living in the East Riding to improve, repair and adapt their property, enabling them to 'stay put' at home in greater comfort and security. Advice, information and support are provided about small repairs, major improvements, and adaptations. Advice is also available with regard to energy conservation and security, and welfare benefits.

The Agency expanded its services during 2003 and also incorporated housing options advice for older people into its main activities. A specialist housing options adviser is helping to develop local work and providing a link between the project and the Should I Stay or Should I Go? national programme.

Enfield;

Enfield Care & Repair Scheme is Enfield Council's Home Improvement Agency. This is an advisory and support service to help people over 60 and disabled homeowners improve or repair their homes. Help can be provided by visiting people's homes and advising on the work that may be required. The service will also organise small or large scale improvements and repairs.

A new housing options project commenced in late 2003.

Hackney;

Anchor Staying Put in Hackney is an Anchor Trust Home Improvement Agency. The service helps older and disabled homeowners with repairs, adaptations and improvements so that they can live independent lives in safety, security and warmth.

A new service, Anchor Moving On, commenced in late 2003. This service provides information, advice, support and practical help about housing options to older owner-occupiers and older people in private rented accommodation in Hackney who are considering moving.

Leeds 

Care & Repair Leeds is a Home Improvement Agency helping older, disabled and low-income people to live in safe, warm, secure, well maintained and adapted homes in Leeds. The Agency covers the whole of the Leeds City Council area offering advice and support to help identify what repairs, improvements or adaptations are needed together with the financial options available for the work. A range of services are available including a handyperson and security service for older people and disabled people, a prevention of falls project, and a minor adaptations service to assist people being discharged from hospital. Services will be extended in the Autumn of 2002 to include "housing options" for older people.

Warwickshire 

Age Concern Warwickshire operates a Care & Repair Service in Warwick District and also a Gardening Scheme. Related services include a Daily Living Support Scheme for people aged over 60 years and a Home Safety Check Scheme for those over 55 years. Both of these services are provided within the Warwick and Stratford on Avon Districts.

The development of a housing options service for older people, “The Right Move”, is offering an opportunity to examine the needs of the Asian Community in Leamington Spa, and also addressing the needs of older people living in rural areas within the Stratford-upon-Avon District.
